It is an April fools joke indeed
The article where I took that from in escportugal.pt lists no sources. And RTP would never care enough to do this.
However another news came out and this one is apparently true - RTP will not broadcast the 2016 contest.

However, RTP also stated that the comeback in 2017 is still very likely and that they want to redefine the Festival da Canção, our NF.

It's sad that RTP won't broadcast contest this year. I thought their target is to promote the contest and boost opinion about Eurovision in Portugal, before making a comeback. Am I wrong?

RTP should pick one of their biggest stars internally and let this person sing a good, modern up-beat song with local flavour in English. This could be the first step to make Portuguese people more interested in ESC imo.

It's not 100% certain that they won't broadcast, they're still pondering, but I'd say it's like 85% chance of them not broadcasting it. The reason they gave is that they still have to pay to broadcast it the same as if thery would be taking part.

Unfortunately considering the statement by RTP's head programmer, our NF will be back in 2017. However he says that they will make a new format, and that they want to redefine what our NF is. Hopefully something good will come but I'm not very hopeful.

Agree to 90%. But local portuguese flavour in english? That would sound like a hybrid.
I'd suggest something in the style of Michel Telo.

Why not? They can add a few local elements to the song similarly to Bulgaria this year.

Well of course I would need to hear the song in question before I could really have an opinion on it, but as much as I like Bulgaria, it doesn't really have a "bulgarian" flavor, in spite of the few bulgarian words.
Portugal once tried a language mix and it was awful. (not only because of the language mix, but still).

Michel Telo is Brazilian. That is not Portuguese style.

of course he's brazilian! i didn't say: send Michel Telo, i said: something in his style meaning: Somebody who like Michel Telo blends modernity with authentic sounds. In the case of Portugal that would certainly not sound exactly like Telo, but he has demonstrated how to do this.

I get why Portugal decided to just NOT take part this year..... They need more love from EUROPE honestly.

Leonor's song was really poorly produced, it sounded like a demo created in 5 minutes, in the studio version you couldn't almost even hear her voice. She's a good performer with her own personal style tho, I like her song "Strong for too long".

Suzy yes, she was robbed and deserved to qualify instead of Iceland or Montenegro. Sabrina's song was pretty but in that semifinal of 28 songs it didn't stand much of a chance, although it got really close to qualify. In any other year since 2008, it would've qualified.

For the rest, I only enjoyed "Senhora do mar" and "Há dias assim". All the rest was either boring (2009, 2012) or awful (2011). But then again, we are talking about a country that's been participating in ESC for 50 years (with only few absences) without almost never achieving good results.
