it doesn't say two countries are undecided at all. it says on eurovsion.tv :

broadcasters from 38 countries have confirmed that they will take part in Vienna next year. But that may not be a final number after all, as one broadcaster is yet to take a final decision about their participation.

then it goes on about greece.

In the end they say that 38 countries are confirmed, one is undecided and then there's the Greek situation. So that is 40.

I would guess Bulgaria is the extra one, maybe they are looking for sponsors or something like that.
Morroco also didn't confirm they wouldn't participate I think, but it's unlikely it's them.

38 are with Albania included. Greece is potentially 39, and there is one unnamed country with still pending participation.

I also think that Australia will be our surprise entry next year.

I really hope not. Nothing against Australia but it would go against the idea of the contest pretty much.
Unless it's a special thing for the 60th edition, but even if it is, it would be cruel to let them participate only in one edition
But I'm pretty sure Australia won't take part.

Well, Australia was settled by Europeans and still fancies the British Crown a lot. And they love Eurovision, it's the 60th edition and it's in Austria, the one country which is always confused with Australia.

I still consider that Australia is getting a wild card for next year.

It's impossible to be Australia as EBU clearly stated in the case with Greece, that country could participate at Eurovision only if its public broadcaster is active EBU member. The 40th country in question is Bulgaria and yet it's still doubtful whether BNT indeed withdrew their initial application. They haven't stated such thing. Quite the opposite - on the official site the last thing mentioned about Eurovision 2015 is that they have applied and have intention to return. Well, they did announced in that article that their decision is still not final, but they haven't confirmed that Bulgaria won't take part.

How come it's old news as it was announced two days ago and the "news"/ claims about our withdrawal were 2 weeks ago? And ESCtoday said that Bosnia will take part for sure, now we have the information from the broadcaster that it's not clear yet. We have to wait for confirmation from BNT. As long as there is no such one, our participation neither can be confirmed nor ruled out!
