I would be so wonderful if Ukraine, Bulgaria and Croatia did return in 2016 with no withdraws - it would be 42 countries (+ Slovakia, Turkey and maybe Luxembourg returning too)..

Wikipedia says 39 with Greece. However I think that we will withdraw and the 39th country will be Bulgaria or Ukraine, although they have less chances xcrossed

NERIT is not an EBU member and they have to manage to become one til January. Last year the EBU gave them special permission but they won't do the same this year.
