Yes, people from both: France and UK aren't interested in the contest in the slightest and most of them think of it as something ridiculous. But I guess their stations still participate, because they're part of the Big 5 anyway.
And Czech Republic probably won't return as I remember someone from CR sent an e-mail to their broadcaster, and they replied that CR won't take part in Eurovision in the near future.
In the UK it's basically treated as a comedy show, but a comedy show people love. There is still interest in ESC, and it often does very well in the ratings, but it's not taken at all seriously as a platform for quality music.
My guess is because the UK doesn't really do well lately (generally). As a reaction to that it is much easier for them to blame the political voting for bad results and to make everyone guilty but them. And the only two times when they really gave good effort in the last 10 years almost - they achieved solid results.
But of course it's always much easier to blame everything on Pope, aliens and politics instead of taking responsibility for failures. None of them (BBC) explained what were they thinking when they drew out of a well a singer who was a star 40 years ago but is not active anymore? On whose votes were they counting? those who are in their 50s, 60s and 70s? Many of them forgot about him, many of the elderly population never vote on ESC, and the song was not even close to be stimulating enough to make them change their minds.
ESC is like sports - it returns to you as much as you give it. If BBC treats it as a nonsense and ridiculous festival that only people who don't have smarter things to do watch, how can a great result be expected? Is there any logic in that?
It's sad as the UK has a great number of fantastic artists, and if there really is good will and energy, each and every year the UK would be ending in top 5. It really has a potential for such things. But the BBC doesn't use (almost) any of that. And as a consequence - they fail and than blame everyone else but them.
