It's easy for us who live in at least functioning societies to complain about UABC who made obvious missteps in their selection, but if the country is already broken. We can expect the worst of everyone, corruption is the rule of the game here. It's like the Azerbaijan vs Armenia-controversy which affected the behavior of how these countries are voting.
Even if politics has for a long time leaked into the actual contest, we are lucky Eurovision is stable enough to be continuing non-stop for 60 years. Not like what's going on in other continents. :?

Making documents for her and her delegation (how much time does it take, which documents they need), funding the delegation (everything from the hotel prices to food and travel expenses), security measures, press rules, all the deadlines (changing the song, music video, staging), getting to know EBU restrictions, fines for abolishing EBU rules, copyrights - which things belong to her and her label and which things she will hand over to the EBU temporary: copyright for music/TV/image/concerts etc., her schedule & how it interfers with her ESC schedule and deadlines. She planned a tour on March, how does it influence the schedule, can she postpone some dates, getting to know our ESC managers, reading the technical documents (total amount of her delegation, names, their occupation - EACH of them, basic idea of her staging), reading/signing contract for giving the broadcaster and the EBU their personal data, safety documents, discussing all the aspects with the lawyers....
STB used to take certain responsibilities previously so it was like 1-2 hr meeting with both channels and you're free.

So wait, if true that the whole thing boils down to that Maruv's Russian label unwilling to sign over the rights to EBU, then this is really not the fault of the Ukrainian broadcaster at all since EBU should have the rights to all entries per contract
Also again, why is no one questioning Maruv's behavior in all of this? Posting parts of the contract on social media? What professional even does something like that? Apparently lying as well about the political aspect which never was in the contract in the first place...
