(SBS) withdrawing unfortunately, probably, means that EBU has given them a permanent spot in ESC regardless of what EBU promised with the anniversary thing

If I remember correctly I don't think they ever said Australia was a one-off participation during the broadcasted shows, so I think it is indeed almost certain that Australia will become a regular participant
The Australia thing was left as they would definitely be coming back if they won, but no one said that they wouldn't if they didn't

Perhaps making a permanent guest spot available for countries in the world. For example China, Canada, USA, Brazil, Japan, Jamaica ...

Having a guest country participant is of course great advertising for the ESC around the world as well. But I think at the moment only Australia and China have shown interest of the contest. It would be rather silly to have the USA in if the local american interest is close to zero.
Canada and New Zealand broadcasted the shows this year, so they may be put in that category as well.
I would be fine with the idea of a "guest" slot tbh.
Canada broadcasts it in a gay cable TV channel and New Zealand in BBC. It's in no way comparable to China and Australia who broadcasted it in major networks.
