We're officially at the point where reloading the Wikipedia page and finding nothing new is a disappointment.

Where is Russia, Armenia, Serbia & Albania ?

Albania were already calling for entries for the next FiK, so it's possible that they could officially confirm soon

My intuition says that Romania, Portugal, Montenegro and San Marino will withdraw this year...

Where is Russia, Armenia, Serbia & Albania ?
I was so sure for these 4 countries !

Usually Russia confirm late, as do Moldova.

What's the point of the EBU having a deadline if countries just ignore it without penalty?

They haven't ignored it; they just haven't announced that they've applied.

I think we could potentially have the highest number of participants to date.
It's pretty safe to say that Moldova, Russia, Armenia, Albania and Serbia will participate, buffing the number up to 40.
San Marino, Portugal, Montenegro and Croatia are all possible participants as well, making it 44.
And if for some godforsaken reason Slovakia decides to return alongside Australia, that makes 46 participants.

I reckon there'll be at least 1 withdraw though.
