Well maybe they shouldn't have been stupid and chosen a better position in the draw. I couldn't believe it when they decided to stay at n°1 when they had the wildcard and could've chosen a much better place. Their bad luck was made worse by the fact that the six first songs of SF1 were up-tempo, making "Jestem" undistinguishable from the rest (this is what contributed to Norway's failure too IMO).

Along with bad costumes, and awful vocals. If the performance was like her performance at the National Finals, she would've made it into the Final.

I think that if :am: decides to take part and :sk: will find the money to take part we won't have any withdrawing countries. There is also a posibility for :li: to debute and maybe :me: to come back so we might get 45 countries :D

I doubt that Montenegro will return, they (RTCG) don't give a damn about ESC :(

Last year they said they will return if they will find an artist that can finance his participation (like :sk: found TWiiNS) but with the new rule saiyng that you must host a NF it's impossible for them to return :((

^^ Indeed. Actually the financial reason is just an excuse, the real reason is that they withdrew because of (lack of) results :( Even though many musicians in Montenegro are forcing the broadcaster to apply, they don't want to :(

What happens if the host country wants to withdraw? Do they have to organize the show without participating or does EBU choose the second ranked country to host?

Monaco won the ESC once in 1971, but never hosted it. IIRC, the 1972 contest was organised by the BBC.

Normally the BBC step in and host. I think the Dutch broadcaster has done it once before too.
Or the second placed country from last year would do it.
