It's up to her now. ESC promo concerts are more important than concerts in some country (not only Russia).

The Head of UABC supported her

But is it prolonged because for now Maruv say "no" ?

It's a positive sign actually. If UABC didn't want her they would have already asked someone else
Now I hope that she won't put concerts in Russia above Eurovision promo concerts.

I don't speak a lick of Russian/Ukrainian/whatever language this is, but as a TL;DR based on Google Translate: no concrete decision yet, but she has major problems with the contract.

Apparently (based on my understanding of the machine translation, at least), she's happy to cancel her performances in Russia, but doesn't want to sign the contract, which states that she won't be able to perform the song, or talk to any journalists, without explicit consent from the broadcaster. A bunch of other stuff too. And she faces massive fines if she goes against any of those points. Which all seems... kind of ridiculous.

My thoughts on the song aside (TL;DR it's overhyped somewhat but decent), she absolutely deserves the ticket to Tel Aviv, and I really wish the broadcaster would keep their politics out of this. Hoping for the best.

₴2,000,000 fine? to put it into currencies most of us will get, that is £56,691.40, €65,308.94 or $74,088.00. That's an insane amount. especially if in return they don't even offer aid or financial support for international promo or visas etc. Also from what she wrote that's a fine if she improvises in performances, refuses to fulfill all the requirements of the broadcaster etc (even if they say to her to perform for some random). Some of the points she says do seem like worse case possible scenarios i don't expect the broadcaster to do. Also, It does seem to me though that she wants to go to Tel Aviv and really wants to make it work but she says "I see obvious attempts to make me refuse".

Turkey was mentioned which last I checked isn't taking part this year. She clearly doesn't know who is competing this year or she is making a lot of stuff up to gain leverage

my biggest problem with this situation is that if they see so much problem in letting maruv represent them, then WHY WAS SHE EVEN INCLUDED IN VIDBIR LOL. she wasn't in the original roster, she replaced tayanna with her sudden withdrawal. they already knew beforehand of her extensive work in russia. why is it an issue only now? LEAVE HER ALOOOOOONE.

I may be wrong, but my theory is...

* They never expected MARUV to win. After all, didn't she write the song in like two days? Perhaps they didn't even think it would be possible to have a song written in such a short time win Vidbir.
* They are worried she could win it all and they do not want to foot the bill of another contest.
* Thus, they will do what they can to convince her not to go to Tel Aviv and would prefer to settle for Freedom Jazz.

if they allowed maruv to participate not expecting her to be so good then she could have, you know, not won vidbir. jamala and yevhen ranked her 3rd and 2nd respectively, even after jamala's entire thing. both of them could have put maruv under kazka, which would give the win to freedom jazz. they wanted her to win. this controversy is absolute nonsense.
