yes. a few days ago there was a news in a portuguese eurovision website were it said something like: "Portugal wants to comeback to eurovision in 2014. the first step for this return is broadcasting the final live. RTP is now negotiating the broadcasting."
I hope TRT will; so at least a saner channel can apply for the broadcast right. Why doesn't EBU just kick them out anyway? maybe some local Eurovision organizations should contact with them about this.

I think only state channels can apply for EBU.
Nope, even multiple channels from the same country can be a member. That means there is no any obligation for another channel to apply for membership at the moment.

Turkey got Europe's very huge hate this year. Even Turkey comes back, I don't expect anyting good. Turkey wasted the good impression that had in the past years.

That's mainly because of all those diaspora votes. Turkey was literally treated like a stepchild throughout lately 70s', 80s' and 90s'. Northern Europe for example somewhat boycotts Turkey. When we make a good start at the voting, even our commentator falls into despair when it's their turn to vote.
