I'm trying to make sense of the new rules. From a quick read on ESCXTRA page, it looks like the old rules but just with a different method on making the decision. So in other words the winner of Sanremo 2020 still has the possibility of declining, but they would not waste any time on picking a new participant. Is that how it goes?

Although after reading the aforementioned clause, it's still kind of 'unclear' for me. It kinda leans to either two conclusions that 1) RAI will prioritize the participants that submit the letter, thus every participant will go to Eurovision if they win, or 2) every submission is still considered no matter the letter. Leaning towards 1) here, sounds more practical.
Anyways, it's also interesting to see the new refreshment and changes. I also heard the new art director is amazing, so cross my fingers we get an even better show and selection compared to last year.
Unpopular opinion. I want Italy to be 2nd placed again in total in 2020, I want them to win televote so they finally realise that jurry sabotaged them for who knows how many times. Effect: Italy, huge sponsor of esc, big 5 member withdraws, ebu has to make drastic changes in order to give us back Italy. Jurries powers are decreased from 50% to 20% and at the end of the day we are all happy except Sweden ofc, lol.
Italy pays its contribution to the EBU regardless if they are participating in ESC or not. Being member of the EBU involves so much more than the songcontest, so your dream of blackmailing will not work.
No, u got it all wrong. Big 5 voluntarily give highest amount of money to finance esc. Without big 5 esc would hardly take place. That's why they have advantage of direct finals every year. For example Russia, Austria, Norway.. also have a lot of money, but belong to group of countries who finance esc with minimum (as much as it is possible, required minimum), therefore Russia has to compete in semi. If one of big 5 would also pay only as much as it is required (min) they would had to compete in sf.

Italy has payed its contribution to the EBU all the years, when they were absent from the contest. Blackmailing is neither a good idea, nor will it work. And it didn‘t in the past neither (*coughturkeycough*)
