it's a refrain. to get people moving and involved with the song. Actually, I think it's quite genius. Both on Netta's and Mahmood's part. You get noticed because of something simple, or silly, but you grab attention, and then deliver your message once you have the crowd firmly in your hand.

Song is not just lyrics and music. Sometimes it's rhythm too, and how well the artist can fit the rhythm. Take MJ's songs. Do you know why they sound atrocious 90% of the time when someone tries to perform them? It's not because of vocals or melody. Plenty of singers have vocal capabilities at least as good as Michael had, but they can't be as sharp in their rhythm.
