The last sentence basically means: "If there aren't another unpleasent surprises, it is expected at least 41 countries to take part at Eurovision 2015". So obviously given the date of that article, Croatia was counted in that number.

Well, 40 is not that good number of entries.
Remember that it is the 60th ESC, and EBU is trying hard to convince countries for a return.

The most plausible explanation is that according BNT 41 countries are with Croatia given the date of the publication, but as long as they have withdrawn their participation bid in the withdrawal deadline (10th October), now the mark is 40 countries.

Bulgaria has already confirmed they will NOT participate in 2015.
We are waiting also the decision of San Marino.

Then we're getting no more than 39, on condition that no preliminarily confirmed countries are out besides Bulgaria and Albania and San Marino are all in. You really can't count on the return of Morocco in the contest.

Sad news about Bulgaria.
Hopefully their "provisionally" entering this year and their participation in JESC means there is still an interest in taking part (they surely wouldn't have provisionally applied if there was no intention to take part.)
