29 countries confirmed, 9 unsure (and I don't think all of the unsure countries will say yes).
If Serbia returns, maybe we'll have more than 37

I pretty much think Serbia, Croatia and Bulgaria will all return. Plus Cyprus has the return confirmed for months, B&H will probably return and the only country I can see withdrawing is Israel, and possibly Russia, who knows.

I'm pretty sure Russia have confirmed. I think you're right in saying those 3 will return but I'm not sure on Israel withdrawing. I think they'll see The Netherlands success and continue at least for a couple more years. IMO Romania and Ukraine are more likely to withdraw

What they got everything sorted, but then withdrew? what the hell?

As for 11 songs in a semi final, i'm sure if that was the case the EBU would either decrease it so 7/8 songs qualified or remove the semi's and have a final with 28 songs. But yes I get the point that if countries keep withdrawing then we will end up back in the 90's with number of participants. But I think the past recent years we have seen a mix of bad results in the Balkans, economic difficulty & a sudden western/Scandinavian monopoly on the contest that is discouraging countries, particularly eastern countries.

I don't think they will ever have a participation limit, they will probably just stick to one semi-final in that case (unless it's not only 25 participating countries)

They did confirm and it was even said that The Voice winner would be their representative but I read that a spokesperson later said nothing was set in stone.
Israel could withdraw because their broadcaster will be closed on March or something like that. They could do a NERIT, but I don't think interest is that big there. I don't think Romania will withdraw, they always find a way to participate, and even though the situation in Ukraine is bad, i think they'll keep on participating.

Possibly on Ukraine as 3 insiders with ESCKaz have all said withdrawal is highly likely.

What were the viewing figures in Ukraine this year? I think I remember reading that they were really low.

Until 15th of September expect answers from all countries.
Bulgaria,Serbia,Croatia,Israel,Ukraine etc should confirm or deny participation.

Certainly I hope for a widely participated Eurovision but in fact, I don't expect a significant rise of participating countries for 2015. BIH may withdraw in the last minute, and we can't guarantee that Bulgaria, Serbia or Croatia will be back. I guess that at least one among Romania, Israel and Ukraine will be out next year, so we'd feel lucky if we have the same number of entries as this year.

I think the EBU said that the reference group would change the semi finals if they fell below 14 participants in each semi final, presumably either cutting the number of qualifiers, or cutting back to one semi final. At the moment the Semi Finals will be 12 and 13 countries, with several countries yet to announce just five days before the deadline!

Presuming we have the addition of Cyprus, B&H, and most likely Serbia, Bulgaria, and/or Croatia, plus the withdrawl of Israel, that would add up to roughly 41 countries.

Then again, apparently Morocco is interesting in returning. Maybe we'll see the north African country in Vienna?

My prediction for 2015
All countries 2014 minus Israel & Ukraine.
Returning countries: Cyprus,Bosnia,Serbia,Bulgaria,Croatia.
So 35+5= 40 countries.
That means 17 countries each semi.
