The rule for "rotating juries":
a) A country's jury can have up to 3 members.
b) Members of a specific jury must stay in that jury for 3 months.
c) After 3 months has passed, they have to leave the specific jury.
d) They will be replaced by other 3 people willing to join the specific jury.
e) If there are no candidates for joining the jury, the current jury can stay for the next 3 months.
f) After next 3 months, repeat the procedure.
g) If, after being relegated from their favorite jury, after 3 months there will be no new candidates, the "old" ones can freely re-enter their favorite jury, but they cannot as long as there are new candidates.
Advantages:
a) No overcrowded juries, and all the advantages that come with it, for example easier time in deciding which songs to send.
b) Diversity in the juries, so at the same time, diversity in songs.
c) People, who will not be able to join their favorite jury for the time being, will have to choose another country, which might have not been chosen if it wasn't for rotating, this would mean more unique songs to listen to.
Disadvantage:
a) You cannot be in your favorite jury all the time.
