I don't understand the issue.
In DVB-T (in Italy we use this with mpeg4 for HD channel and DVB-S2) you can transmit multiple tracks and tv or decoder recognizes them as track 1, track 2, etc.
Like the dvd or blue ray have different tracks, not? English, Italian, French etc.

Using Spanish as an example (since that's the alternative language option here). Shows/sporting events that say "SAP" or "en Español donde disponible" before you'd go into the audio settings and choose the SAP or TV2 options, but now with the newer remotes it's listed as primary or secondary languages (with the latter being the Spanish language option).
