According to Wikipedia, 16 countries have so far confirmed they will participate in the 2014 ESC. Bear in mind though it's early days yet, so far only a fortnight after the 2013 ESC Grand Final. It might be July, August or even September before some countries decide whether or not to participate next year.

What is the official deadline to confirm to the EBU whether or not a country wants to enter the 2014 ESC? I guess it will be well before Christmas 2013.

No it's generally the end of the year. So 31.12.2013

According to Wikipedia Slovakia isn't returning either. And its coloured on the map soooo. This doesn't surprise me at all, but was more likely they would return then Czech Republic would.

There are twitter account saying that Norway may withdraw because Eurovision falls on the same day as their National Holiday.
But anyway it seems that we have Albania confirmed.

I didn't think they would withdraw, not because of one bad result. However if other Balkan countries withdrew then others will and this year could potentially of been, and still be a Balkan boycot. Although the chances of that are slim. Serbia will come back, Croatia, Montenegro and Slovenia are potential withdrawals.

Never in the history of the contest Norway has withdrawn because of that reason right? I don't think they'd do it because of that.

The only true reason Norway has withdrawn was in protest back in 1970 due to the four-way shared win in 69

Yeah, some time ago Czech and Slovak TV said that they will not participate in 2014. TVP will tell it at November/December (maybe October).

Eugh. Im sick of this constant expansion? Kazakhstan isn't even in europe? How can it be eurovision when they let countries who are not in Europe participate.
