I wouldn't trust all broadcasters to play by the rules though... there were incidents of frauds in the past and as far as I know EBU can just trust the broadcasters to collect votes properly and present the actual televote results...

If I understand this article correctly, the counting of the televote is not done by each country, but by the company "Digame", situated in Germany. They then inform the country about the televote result. So the broadcaster can only influence the outcome by appointing the jury members or giving them directions...
