ya, she would be DQ when she do'nt vote. This happened only one time in NSC-History i think (Calypso).

Yeah, this also happened in NSC 40, so it's happened more often than you might think
The rule is that if a PQer doesn't vote, then the 11th-placer with the better average score (total score divided by number of voters in their semi) qualifies instead.
However,
I urge both Celinas and Greenfroze to find possible ways to listen to the semi. Perhaps they can find an internet cafe, or borrow a friend's internet connection? There's still time!
If either of them had a chance to listen before/voted in NFs, then listening to the recap might be a viable solution, but only if they're confident that they know which songs they like in their entirety (not just from the clip).
It's always very awkward when a non-voter can't vote due to other circumstances. Understandably, it's not their fault, so it all comes down to a matter of leniency. This is usually decided by the host. However, it has happened in the past and can cause a lot of tension, so it makes things much easier (and fairer) if they can find ways to vote. Internet is everywhere and often easily accessible

Well! I dont't know! But if I let Celinas she wouldn't steal anubody's place.
As for Greenfroze I can't say much, but if they don't qualify I won't take any measures so they can participate in NSC 62 without problems. I don't know what to do if Greenfroze qualifies as it wouldn't be fair to the 11th place.....

Big NO. it wouldn't be fair to the 11th placer with higher average, as those have always qualified in the past when PQ doesn't vote :/

I wouldn't say their situations look drastic enough to call for leniency. If they can't find a way to vote soon enough, that would mean the regular punishments are the most justified option.
But that's just my two cents, by all means your decision can be the opposite.

First off, let's hope they do vote! I hope the people with contact to them advised them accordingly. But this is the scenario we still hope for, and is still possible
Secondly, the rules say that any semifinalist who doesn't vote should get -75% deducted, and that any PQer should be removed from the final and replaced with the an 11th-placer...
