It clearly is not a big issue for "Eurovision" since the song wasn't officially released. The EBU will greenlight the entry, for sure.
The question is if Montenegro's broadcaster allows it? I mean, what a lousy start to kick off a new national final if they have to bend the rules straight from the beginning (the first edition?).
The rules clearly state that the song shouldn't have been released or performed before 1st September 2024.

"Clickbait" shouldn't have been allowed to compete at all since the song wasn't eligible since the beginning. The broadcaster (unlike the EBU) didn't allow songs to be performed before the 1st September:

Honestly, if RTCG wants to keep Montesong alive, they need to disqualify "Clickbait".
What's the point of trying to establish a festival/national final if they have to already bend the rules/break them.
Other acts will do the same or will not submit anything in future editions. The rules were clear and transparent to everyone involved.
