If I understand right all 25 Countries will get Points from 12-0.01 (approximately).

The Graphic Indicates that all Countries below Rank 20 will get a Score predeterminied Score between 0-1.
All Countries between Rank 14-19 will get a predetermined Score between 1-2.
All Countries between Rank 11-13 will get a predetermined Score between 2-3.
Rank 9-10 will get a predetermined Score between 3-4.
Rank 8 will get around 5 Points.
Rank 7 will get around 5.4 Points.
Rank 6 will get around 6.3 Points.
Rank 5 will get around 7.2 Points.
Rank 4 will get around 8.3 Points.
Rank 3 will get around 10.1 Points
Rank 2 will get around 11.2 Points
Rank 1 will get exactly 12 Points.

So they want to give more weight to the Top10, especially Top3 without getting rid of the Ranks 11-26.

Well, the right one is the Jurytable of 2017 if Juries gave 12,10,8-1 Points instead of 1-25 Points.

Norway is the biggest Winner with +17 Points and Austria the Biggest Loser with -22 Points. With the New Rule the overall Result should be somewhere in between.
So Norway New Result should be somewhere between 129 and 146 Jurypoints (probably closer to 146) and Austrias Result between 93 and 71 Jurypoints (probably Closer to 71),

I'm slightly confused with the change in voting rules for the juries, what would be the difference if you look at the past two years? Would it benefit the lower ranked songs by the juries or boost their favs rather?

I think boost the country that is the fave by the most of them, for example if 4 of them like the song, it doesn't matter than 5th person don't love it.

So if I understand correctly the new jury change helps songs that are polarising. Good news for Israel, Estonia, Hungary? Guess we might be going to Tel Aviv after all...

I think the tactic of selecting a song that would be everyone's 4th favourite & winning Jury points just got a whole lot weaker.

Everyone says this would boost the more polarizing entries, but it sounds rather that it would boost the jury favorites which tend to be the safer choices no? Because I'd say chances (or risks depending on how you look at it) 4/5 juries will go for some safe entry are higher than 4/5 will go for the more daring choices, which naturally would mean that the "odd" 1/5 juror, that is thinking more out of the box, will have even less say?

Well Bulgarias Juryvote for Austria last year was [4,5,5,5,11] and for Greece it was [1,1,2,11,25]. With the Old Voting Austria received the 12 Points (Rankingsum 30) and Greece only 6 Points (Rankingsum 40). With the 2009-12 System Greece would have won the Juryvoting (34 Points overall) and Austria would have got 6 Points (27 Points). The New Voting should be near to the 2009-12 System so that Greece would get more Jurypoints in this example.

How do you count this? I saw your table the other side but wasn't entirely sure how to read it or how you figured out those numbers. What would be the 2016 results?

Well if the Juryvoting for a Risky Entry is something like [1,8,24,23,24], the Chance is now higher that this Entry stays in the overall Jury Top10. With the previous System, such a Voting would probably end up in giving this Entry a 15th-18th Place.

With the 2016 Voting, Austria got 4+5+5+5+11=30 Points which was the Lowest Amount of Points that Bulgaria gave to any Country, so therefore 12 Points. Greece had 1+1+2+11+25=40 Points, which was the 5th Lowest Amount, so therefore 6 Points.

With the 2012 Voting [1,1,2,11,25] means 12+12+10+0+0= 34 Points which is the Highest Amount of Points that Bulgaria gave to any Country so therefore 12 Points. [4,5,5,5,11] means 7+6+6+6+0= 25 Points which was the 5th highest Amount of Points that Bulgaria gave to any Country so therefore 6 Points
