Yes, I've bought it. For the price (~ 18 EUR) it's quite OK and very colorful.
I wanted to have a book, where the latest years are also covered as the last ESC-book I bought was in 2011 ("Ein bisschen Wahnsinn - Wirklich alles zum Eurovision Song Contest" - also recommendable, if you speak German).

I suppose it will be a lot earlier for us. I'd imagine the BBC have used the same jury for quite a few years until the EBU added that rule.
