Estonia might be looked at as a Northern state but with quite a stretch. It is considered as a part of the Eastern Europe. (The Lithuanian song “Eastern European Funk” comes to mind as a matter of fact. ) Yes, it has cultural (mostly linguistic) ties to Finland, but historically it's been part of the Russian Empire and later the Soviet Union for quite a while. So it makes sense to group it with the other former Soviet Baltic states into a separate entity.
“Baltoscandia" sounds too forced. (People living in the Baltic states can't quite get over the fact that they were part of Russia and are trying to get away from their past as “west” or “north” as possible,... which I find rather silly...)
Russia is Euroasian and in relation to Europe is considered Eastern.
Europe belongs to the Eastern hemisphere. Only both Americas make up the Western hemisphere.
