No, they (Azerbaijan) know how to use their money on ESC yes and yes, you'd never see the UK start paying millions for ESC and try different $$$ tactics to win it... won't happen.. they simply couldn't bother. It's even scary that some countries are willing to spend more money on ESC than more crucial things though.
