The rule is quite clear on this. In order to be an active member of EBU, a broadcaster should fulfil at least one of the following:
1.) Being part of European Broadcasting Area
OR
2.) Their country being a member of Council of Europe.
Armenia, Azerbaijan and Georgia are outside EBA, but are members of Council of Europe, so they are eligible to join.
Belarus is not a member of Council of Europe, but is within EBA - so their broadcaster is also eligible. The same applies to the Arab member stations + Israel who are all within EBA. Kazakhstan is neither in EBA, nor in Council of Europe.
And Australia is eligible according to these "rules"!?!?

The whole point is that EBU make up rules as they go and treat different countries (=cultural regions) differently than others.
