Not to pry too much here, but most countries in the world give citizenship based on where you are descended from, eg someone born in Germany to 2 French parents is French whereas someone born in France to 2 German parents is not French. So I think excluding artist nationalities based on descent is a bit a foresight, as about 80% of the world bases nationality like this

About the Ireland/Northern Ireland issue, I'm still not sure what opinion I have regarding the issue of N.Irish artists being allowed to represent Ireland in WV. The rules say: "In order to accept an artist who was not born, did not grow up or does not currently live in a country/region but only has roots from that country, then he/she must have special ties with that country". Afaik, and correct me if I'm wrong, Northern Irish people address themselves as Irish and not British. At least the people I know personally do this. So, for me it isn't an instant "no" for this case, since it's a unique case and it demands more research. I do prefer, though, since it's the Republic of Ireland that is represented, to see artists from the Republic of Ireland itself.
Anyway, I'm going to vote in this NF soon.
