Actually the EBU already said that Israel might be excluded if they go ahead with the plan of not broadcasting any news on the new channel. From what I've read, not a single one of the channels after the split will have news, and that goes against EBU's rules.
It also goes against the rules of EBU to be outside of the broadcasting area (Australia) and to bring politics to the contest (a handful of countries), but that didn't result in anything... I think EBU couldn't give a eff about their own rules as long as money talks.
They only care if the country is poorer, has less viewership and for them politically less significant...
