I said it many times already on this forum, but it's worth repeating.
BBC need a complete different approach to this, stop treating it like some camp-fest or has-beens playground. The emphasize must lie on the song first and foremost and boost local popularity and respect for the contest, but this won't be possible as long as BBC themselves treat it like a joke.
The process of choosing the entry must change radically, I still believe that making the radio BBC1 responsible for actually picking the entry and then present it on a BBC show would be a far better solution than BBC TV themselves being responsible for the pick. UK need to pick an entry that local radio will actually support, in order to boost public interest and interest amongst good songwriters/producers and maybe even acts. However the "fame" of the act is really secondary, UK need to focus mostly on the entry really and boost popularity amongst its own population and radio programmers.
