Maruv has already refused from representing Ukraine or any other country. Her label prohibited their copyrights to Universal. She refused from 5 EBU demands.
The rule is not new, it's been already introduced at JESC selection.

Jamala has performed in Russia prior 2016 but she qualifies according to the rules. It's almost impossible to find out who organizes corporate parties + I'd like to see PBC going against Tatar businessmen
even if they lived in Russia.
The Hardkiss performed at 1 fest in 2014 but their contract has been signed until March + they openly refused from concerts in Russia back then. This is their personal position for years & they are very vocal about it.
