That's according to the EBU rules. Was that always the case or is that something newly implemented?

20?! Wasn't it just 5 times before?! I hope the price will at least be cheaper. I guess, they've implemented this because of people voting too early (they might discover something they like more than the one they've voted for).

No, it wasn't 5 times before. Well before we had 15 minutes to vote and if you vote all the time during those minutes you can cast ~30 votes max, or 15-20 if the lines are busy. So, this 20 vote count looks reasonable. The diaspora will use all those 20 votes and probably their next door neighbour 20 votes for one country.

the limitation of calls is a good idea, then its similar to jury votes - but how can you control it!? :?
