Well of course, he is still popular now, i mean people know his name, his face, his voice. He just doesn't make good music anymore.
He became a big star in a duo named Smash!!! they had few massive hits, then split up, Lazarev made few hit on his own but then went down the spiral making some generic stuff.
That's his best song, imo:

I think my main issue with him is the fact that I can't recall any good songs he recorded (maybe a couple... but that's nothing in a whole career).

Yeah, that's his main problem. no identity or artistic personality, he doesn't know where to go in music, i think it was a bad bad idea for him to try being all clubby and modern, that's not his thing, i really like him with ballads, he's good at it.
