Zero voting data..? I guess I shouldn't be surprised. Petition to change the requirement for being kicked off the roster from "did not participate in two consecutive editions" to "did not vote in two consecutive editions"? Small change, but would solve this one particular problem without the need for something more complicated like the evil dots.

These should co-exist imo in a sense that nation X that didn't vote in any of semis/finales of edition Y - let's say they took part in Y - should be required to either reju vote or WL vote despite not participating in edition Y+1 or they're kicked off the roster.

Thanks for noticing. Looks like there is an error in NSC 174 table - WL countries have rows randomized (reading column-wise they're fine). So Arva's numbers are correct if reading vertically.
