It depends if the organizers, it might be too much load for the people organizing the spin-offs.

the same person doesn't have to organize all, we may make host choices too imo

Or the winner (of either the contest or the prediction game) has to organise the spin-off, if he wants to choose a theme.

I think that giving people 2/3 extra votes and all that makes it over complicated. If everybody just has one vote (including the winner) then we can just have a simple poll which can be reveled once the voting is over.
The winner of the previous edition could perhaps decide on the host country, host city and hosts of the next edition, but I dont think they should have any more say over what the actual edition is.

Next spin-off will be about "TV themes". And yes, everyone can take part.

I will present the rules and start the show tomorrow.

what does TV themes mean? It will be serials, tv programmes or something else?

It means either the song/music used during the titles or credits of a tv show or a song that is very closely associated with a tv show .
