There's almost no way 43 could be exceeded but there is a chance if Montenegro stays, Belarus, France & Moldova have applied, as well if Hungary, Liechtenstein and someone like Qatar are allowed...

I never hope they will allow Qatar. I'd rather have one entry less than Eurovision turning into some farse.
But yeah, at the moment it looks quite promising and we might get a healthy amount of participants afterall, just some week ago I feared the opposite.

Belarus chose the broadcaster responsible for 2011 choice. They will apply. JESC was their main priority and now they have enough time.
France never releases ESC info quickly so I think that they will apply or they have already applied.
Not sure about Moldova, it's quite tense political situation there, esp with the budget so I'm not surprised that there's no info still.

Yup, though Moldova did take part in JESC and for the first time ever, so I'm positive they'll enter.
