Hint #1: It is a city (2 guesses allowed) let's ignore this hint because the term was difficult to describe for Hint #1
Hint #2: It is located in North or South America (2 guesses allowed)
Hint #3: Its population is lower than 500 000 (2 guesses allowed)
Hint #4: It was founded in 19th century (2 guesses allowed)
Hint #4 - ADDITIONAL: This hint means that the city is from USA, Canada, Brazil or Argentina, don't focus on century when you will guess, focus on cities from one of these 4 countries
Hint #5: Its population is lower than 350 000 (2 guesses allowed)
Hint #6: It has the legal status of parish municipality (2 guesses allowed)
Hint #6 - ADDITIONAL: This means that the city parish is definitely NOT from Argentina and Brazil, I'll let you google the rest because it really narrows down the list of possible answers ... also, only 1 country/territory uses parish municipality - Quebec :D
