I think the latest a country can withdraw (or apply in 2014 for this occasion) is the 15th. After that any withdrawals come with a penalty.

Didn't the EBU extend the deadline till January this time around?

According to BNT the deadline is until the official list release in January.

Bulgarian national broadcaster just posted on Facebook a statement regarding the new extension of the EBU deadline to participate in the 59th Eurovision Song Contest.

“Despite the new extension of deadline, the Bulgarian national broadcaster will stick to its original decision to withdraw from Eurovision Song Contest just for this year though”.

A bit sad, but understandable considering they've been scr*wed over by EBU's own troops of Europhobes (= juries).

EBU tried real hard with them but they probably put the fee so low on Poland they couldn't go any lower on anyone else

According the council of electronic media in Bulgaria (CEM) BNT has sent them a list with international events in 2014 with big public importance, which will be broadcasted by the broadcaster. Eurovision Song Contest is part of that list.
