The EBU will disqualify anyone who breaks the rules. So if Ukraine doesn't get a song (non-copy, non-insulting) before the deadline... they WILL be disqualified my friend.
If not... the EBU will be looking forward to a large deal of protest (comme Italia/Österreich)... and believe it or not... money has a far larger influence on them than Ukraine ever could.
(i) If the selected song (together with the backing-track) is not delivered the fine shall amount to 30% of the final Participation Fee (minimum 5,000 Swiss francs and maximum 20,000 Swiss francs)

According to rules:
