Yes, but when you see that they still take part in JESC and Turkvizyon you wonder why they didn't take the step to enter ESC too. If it's purely political why would they join a contest that was actually hosted in Russia?

You say it like there is no difference between JESC and ESC.
And it is not purely political, it is financial. Russia did not attack us back then, if it did, we would also withdraw.

I'm guessing they needed conformation from the EBU that Russia was ranked low enough in the jury that winning was impossible before
