This is second time we have ESC 2nd chance spin off (songs from National Finals that didn't win) so by Spin off rules, section General rules, Number 6, it is not allowed to send songs that already took part in same theme (although they can re-enter after 15 editions in some other spin-off theme - Spin off rules, section General rules, Number 7).
In other words, songs that participated in Spin off, edition #31 are not allowed to participate in this spin off.

Better than me. Not familiar with the Space Needle and I will admit to having never heard of "grunge", let alone having a clue as to whence it came!
