Do we go by movie director's nationality or composer's nationality?

We go by composers or singer's nationality cause logically the music itself is crucial and the movie doesnt play a role

Don't know what Anna thinks about it but for me it would be strange do go also by directors nationality since he wasnt involved in creating the song or the score

I think some animes have own music in the USA, or it is even American songs for the Japanese version

Yes, some internationally dubbed versions will have their own songs and score. That is the case with English dubbing here in North America, they use mostly American (or in the case of DiC's dubbing of Sailor Moon, Canadian) composers

It doesn't exactly matter to me how safe or not the entries will be. It's never an issue to vote for known songs, if I love them. However it would be nice if these songs haven't been in other contests or editions from the main contest.
