Those divisions are they way in which we divide up the USA, and have been doing so since before i even joined the WV, or the forum even for that matter. Thanks for your thoughts on the rule in question but it is how it is done for USA and we have no reason to change it.

No they're not allowed. The decision on the US regions were made before I even joined the contest so I can't give the details as to why, but i assume it's partly to do with the fact it's a simple and easy way to divide up the US into suitable regions. Besides that, considering it works very well for us with 0 problems until now I see no reason to change it or consider changing it.

It's not like these regions are arbitrary that we made up for the contest. These regions (The Midwest and Southern USA especially) are well established. Not all regions in all countries are administrative or political, but are regions all the same. It's not a coincidence the US statistical regions are divided the way they are, these were already well established cultural boundaries. And besides, statistical regions for census purposes count as administrative/political, according to Wikipedia. Check the blue box at the bottom (click to show "Regions of the United States"):

The Swedish regions don't really have any official administrative purpose either, but have been well established for centuries and are still very much in use in various instances, and have cultural significance.
The rules can't take every exception into account since each country is so different.
UK regions in the contest are based off NUTS regions. You can clearly see regions that have participated before, including North East England, North West England, London, both East Midlands, West Midlands and East Anglia:
But then we've also had subdivisions of this along local authority boundaries, such as Tyne and Wear. The thing is, it's impossible to have a uniform system for this because the world doesn't have a uniform system of drawing and administrating districts and borders. It has to be done on a case by case basis.

To add on top of that, each country administrative divisions are each different systems dont forget NUTS are only European validity and not outside Europe

A heads up about the LL: since Plug hasn't been working properly (can't add Youtube links), I suggest you mods create a channel dedicated to WV on an alternative LL site cytu.be (like NSC usually does). Hope it helps
