Meilutya is part of WLSC and if i am correct if she didn't partipicated at WLSC she can't vote... but NSC countries can vote even though they are not in wlsc part

Yeah I don't think WLSC has rules written down anywhere. It's just a convention. But I checked earlier editions and yes, if votes arrived within deadline and don't contain errors, they should be counted.

i only know that NSC countries can vote even though they don't participate... also if WLSC country don't participate it votes can't be counted.. but ok do it whatever you want

Ooooh I should not have said anything. I think since this is a new situation it's up to the host. But we really have to agree whether anyone can vote in the future or just participants of the edition and NSCers.

Well, I don't know. There are no written rules for WLSC. Maybe we should start writing sometime?
