As a born-and-bred Scot, I'm certainly no expert in English regional geography, but to my understanding, I think anything north of Wales is generally considered to be "Northern England", so Liverpool just fills that brief.

I just want to point out that my amazing brain was even talking about the arena in 2015 as Eurovision host:

I think I made one around this time last year about which arena could possibly host next year's contest.. so here we are again..
