today they have adopted the law which relieves the process of receiving the visa. they are quite quick, I can say.

malaria? OMG, it is a city and a big one, not a jungle (we don't have jungles in Azerbaijan), I have NEVER heard about anyone who was sick with it. As I know people aren't required to have injected before coming here.

I really want to go next year, Azerbaijan intrigues me as an enthused tourist. I think I better start saving up my pennies!

I know that Bosnian and Serbian citizens don't need visas for Turkey, but don't know what situation is with Azerbaijan.
The cheapest option for me (or others from ex yu) is probably travel to Istanbul or Ankara (cuz we have direct flight, rails and bus lines) and than via Baku from Turkey.

Is it just for EU citizens, or does it also apply to American citizens?

That's a very good question. Hopefully tomorrow some of the members here who know more about this can help you out, because I really have no idea :s
