Congrats 18 will be a round up of entries that have been sent in the 18th decade of NSC (From edition 171 to 180 inclusive). Each main roster nation (not open to WL) can choose a song that they would like to give a second chance to - normally this would be one that you had hoped might perform better than it actually did. Everyone then votes for their faves and IIRC you give points for your Top 15 rather than Top 10 as it tends to be a larger contest than normal
