give the 1pt random to one of the 2 nations

Weird. If i was the host i would solve it by removing both 1-pointers from Gozitanian scoreboard and lowering Gozi's total score by 1.
Or I would give the point to country which is higher in his PM (or lower if he sent votes from 1 to 12).
Or the most harsh solution: treating them like they didn't vote at all.

If it doens't affect any placings I should either both give them 1 point or neither give 1 point
