Actually, odds can't be "wrong" or "right". They only show likeliness according to level of knowledge of several members of the community. They can, however, do it more or less accurately. If the top11 in the odds were always qualifying while rates were kept as above, they wouldn't be any more accurate than in case where a lot of bottom ones were always passing to the final.
