Aren't countries available to reject a hosting in case they win? Is there a certain rule that says winner must host the next year's contest no matter what?

Well they don't have to do it if they don't want.
Besides of that, Luxembourg is a very tiny country, where could they host Eurovision?

Yeah, this argument is extremely silly when countries like San Marino are taking part and they aren't worried. I'm sure France or even Belgium/Netherlands would like to help them to host.

Participation in a song contest is too expensive for a tax haven?
