Not really, no. While neither of those two had songs that were amazing or super-original, they both had something special that gave them the Eurovision win: Emmelie was likeable from first glance, plus her song was more distinguishable. It had some ethnic/fusion elements that weren't done competently by many other songs that year, the melody was simply more interesting, and the song's structure more easily lent itself to memorable staging, with the prominence of the instruments allowing them to stand out on stage as well.
Mans had a song that, while generic, was incredibly catchy, and was performed by a singer with huge amounts of charisma giving a pitch-perfect vocal performance in front of innovative staging.
Donny's trying to get to Eurovision with a run-of-the-mill dance song that, while competent, doesn't stand out in any way, and has nothing in it to attract the same level of fervour as Only Teardrops or Heroes. It may give Lithuania a better result than their previous few years, but it is in no way, shape or form can it be considered on the same level as a Eurovision winner unless some serious, unprecedented levels of bribing go on behind the scenes.
