Switching juries is not essential - you can remain in your current chosen country/region but if you want to switch the jury, you can do it once you have taken part 3 editions in one jury.

If that's the case there must have been a mistake when you switched from Belgium to Hungary, because it's in the WV rules you know and just because it happened once does not mean it can always happen.
